When Jay Kimbrough was conservator, he at least had the cojones to make a decision in the face of serious problems, but his successor Ed Owens seems to flinch whenever he sees his shadow.First they're going to shift 19-21 year olds to TDCJ, then for some reason they can't get there from here.
