Section 207.1 requires all participants in the lottery scheme to be on the ship, for the lottery scheme to not be linked in any means of communication with a lottery scheme off ship, the lottery scheme is not located within five nautical miles of a Canadian port where the ship calls or is supposed to call, and the ship is registered and its voyage registered with some additional conditions.
