  That would be a very good question, as a Kentucky court has no authority to tell an Ohio court what to do.That is why Idaho judges tell their law clerks, who do research for them, to focus upon caselaw from Idaho when looking to decide cases before them.In this case, the Kentucky court decided its inmate's fate under the United States Constitution, which applies nationwide.
