We want objective measurements because one person’s “cheap” is another’s “excessive.” The guy smoking a $2 cigar, for example, thinks the swell puffing on a $10 dollar Dominican is “exorbitant.” And all the while, the $10 stogie-smoker is enjoying what he considers a ‘value smoke’ since he normally burns up $20 to smoke a single cigar.
