To require that school boards affirmatively undertake to achieve racial mixing in schools where such mixing is not achieved in sufficient degree by neutrally drawn boundary lines is quite obviously something else.It's worth noting that Justice Lewis Powell a southerner who had served on the school board in Richmond, Virginia, did not agree with Rehnquist.
