While the ICPC makes an exception for a parent or relative who takes a child over state lines (see Social Services Law '374Ba, Art VIII), by limiting the purview of placement conditions in article III to foster care and adoptive situations, the ICPC clearly did not contemplate the issue, where an out‑of‑state parent is seeking custody.
