Although 29 states and the District of Columbia have laws that appear to require electors to vote for the candidates for which they are pledged, only a minority of these states impose a penalty on electors who vote for other candidates, and only the Michigan and Utah statutes purport to nullify the stray vote and provide for the appointment of a replacement elector.
