After William Lance McGowan was convicted of “aggravated indecent liberties with a child and aggravated indecent solicitation of a child” in violation of Kansas law and sentenced to “life without the possibility of parole for 25 years, plus lifetime postrelease supervision if McGowan is released from prison”, he appealed.
