  If that actually happens - an admittedly big "if" - then the short delay here shouldn't really matter much from a strictly economic perspective - some of Russia's biggest trade liberalizing moves won't instantly happen tomorrow, and a few weeks' delay shouldn't dramatically disadvantage US companies.
