The Heart Act created Section 2801 of the Internal Revenue Code to try to collect a tax on the inheritance that United States persons received from wealthy relatives who had fled the United States for tax avoidance reasons.Since this is an inheritance tax, the tax is paid by the recipient, not the estate.
