It could be argued that nobody realised that RIPA dealt with anything other than state surveillance, but unfortunately that argument fails, The TUC produced a report which they publicised called “Surveillance at work: sensible solutions” which discusses how the act would affect the employer/employee relationship, and how CCTV and email monitoring of employees and its regulation under RIPA.
