As I wrote in the Cornell Law Review almost three decades ago: [J]ury service, like [ballot-box] voting and office holding, was conceived [at the founding] of as a political right, as distinguished from a civil right, and . . . the Constitution speaks to the exclusion of groups from jury service most directly through the voting amendments, beginning with the Fifteenth and running through the Twenty-Sixth.
