Indeed, the CR and GI provisions themselves create an incentive for individuals who might otherwise have purchased insurance while healthy to instead wait until they need catastrophic or emergency health care, since at that time they will be able to pay the same premiums as completely healthy persons—and will have avoided the payment of premium during the months and years when they were healthy.
