SapaI have previously mentioned the famous example of New York, where once they started vigorously enforcing the "lesser" laws - the "bigger" crimes (murder, robbery, etc.) also decreased.You have to create a society where respect for the laws (big or small) is paramount if you want to progress as a nation.
