The Arkansas parole board is considering banning registered sex offenders from using the Internet, and New York has recently distributed sex offenders' email addresses to online gaming companies which are then disabling offenders' accounts. - This is true, and yet they continue to say the laws are civil and not punitive, which is a load of BS!
