I no longer believe that 1 January 2014 is achievable, and a quick scan of a handful of recent UK (re)insurer accounts shows I'm not alone.The only question now is whether the European Commission and Parliament will (a) try harder to convince us that it really will happen in January 2014; or (b) admit that it can't be done, and set a more realistic timetable? I mention this only because (1) I'm as guilty as anyone of this misuse of terminology, and I teach civil procedure for a living, and hence am certain that other people misuse the terms as well, and (2) there is a burgeoning trend in the judiciary, I think, to try to make these distinctions clear.
