Of 15 states which have forecast revenue declines against their prior FY 2021 baseline, Arizona, Arkansas, Hawaii, Kentucky, Minnesota, Pennsylvania, South Carolina, and Virginia anticipated revenue losses of 1 to 9 percent, and only Alaska, Michigan, New Mexico, New York, and Oklahoma have officially projected losses of 15 percent or more. About a dozen states have so far adopted laws to allow marijuana sales for medical reasons, and, in last November’s general election, Alaska and Oregon joined Colorado and Washington state by allowing recreational possession of marijuana, although legal pot sales from state-licensed retail outlets in Alaska and Oregon are still a ways off.
