One idea that's been discussed and repelled here before is that search engines are important actors in cyberspace and that Google has in some markets a dominant position - does this mean therefore that it should have legal duties to the public eg, not to censor, or to list all sites, or to ue a certain algorithm for listing? I have seen several news items on the internet recently (eg here) quoting a report from the My Deposits tenancy deposit scheme, which apparently says (I have not been able to find the original report) that tenants are losing out, as 12% of claims are lost by tenants not properly following the terms of their tenancy agreement.Excuse me, but doesn't that also mean that 88% of landlords are losing their cases? The purists (eg, Garnaut) suggest they should all be auctioned while political realities suggest a large chunk will be given away to compensate the industries that will suffer most under the scheme (Garnaut suggested that you should give cash compensation so it's transparent).An important thing to keep in mind is that this aspect of the debate doesn't change the total emissions - it's not an environmental debate; it's about fairness and economics.
