Texas' regulation of air emissions from the oil and gas sector were recently criticized by a University of Texas researcher and faculty member, Rachael Rawlins, who recently published an article in the Virginia Environmental Law Journal concluding that state and federal regulatory programs don't effectively measure or regulate emissions from oil and gas facilities in urban areas.
