Our respect for those brave policemen whose duty includes operating in areas known for higher than average criminal activity cannot be permitted to override the Constitutional mandate that the detention of an individual on a public way, and his subsequent search for concealed contraband, must be based on more than "mere whim, caprice, or idle curiosity".
