The claim now before the Supreme Court (although there is some dispute about it) is that police departments in two counties in New Jersey — Burlington and Essex — have had universal policies on strip-searching — that is, the procedure is applied to everyone the police arrested and took to a jail for booking, without any suspicion that they individually posed a threat,  and no matter how minor the offense that led to their arrest.
