According to Safer States, an organization dedicated to helping protect the public from toxic chemicals, even though the FDA regulates cosmetics (soaps, shampoos, toothpastes, and deodorants are considered cosmetics) manufacturers are free to use just about any chemical or ingredient in a cosmetic without getting any approval from the FDA.
