You have to offer legal alternatives; the university can determine what that means—does not mean you must contract with a provider to offer a site license; the day this was announced, Ruckus, the only provider of such a contract went out of business. iTunes does not offer site licenses, and putting Apple out of business on college campuses couldn’t have been the intent.
