The bill would allow servicemembers whose petitions to CAAF are denied to seek certiorari from the Supreme Court -- just as, apparently, every civilian convicted of a criminal offense is able to do (with the exception, of course, of civilians convicted pursuant to Article 2(a)(10) of the UCMJ).
