Presumably the Secretary of State must have had in mind that if a video shows the activity of crossing the Channel to gain illegal entry to the UK in a negative light – thus tending to deter the activity - that cannot amount to counselling (in modern language, encouraging) an offence of entering (or attempting to enter) the UK illegally.
