Instead of proposing a bill to fix the problem and having it move through both houses of Congress, which it surely would have passed unanimously or near unanimously, the legislators managing the fix attached it to a bill that would revise some of the Internal Revenue Code provisions dealing with the tax treatment of retirement plans.
