But this California system is both unusual and inegalitarian.So under the standard regime, prisoners are assigned primarily based on a state correctional employee’s judgment of available space, as well as inmate needs like proximity to family or substance abuse or sex-offender treatment programs.Prison choice would supersede this mechanism.
