I don’t yet know the details of Fulbright’s law teaching, but perhaps Jackson was even there at the beginning when Fulbright was a law teacher, informing Fulbright’s thinking about Congress’s constitutional responsibilities before he ran for office.* I should add a caveat: I am pretty sure that Fulbright did the underlining.
