  Not only does the lack of reasonable suspicion replace the objective basis for using the stop and search powers with a subjective basis but it also means that the Code A Guidance under PACE which states that a person’s race cannot be used alone, or in conjunction with any other factor as the reasons for searching that person is not activated.
