Interestingly, the basis for criticism of Pennsylvania's medical liability environment was that the American College of Emergency Physicians wants to make sure that the phase out of the state "M-Care" Fund is conducted in a way which won't increase malpractice premiums paid by doctors in Pennsylvania.
