At least in financial services legislation, there seems to be a tradition that the chief sponsor in the Senate's name comes first with the chief sponsor in the House coming second: (Senator Paul) Sarbanes-(Congressman Michael) OXLEY (Senator Phil) GRAMM-(Congressman Jim) LEACH (Senator Carter) GLASS-(Congressman Henry) STEAGALL Off the top of my head, I can't think of a bill in which the House sponsor's name comes first.I find it sort of curious.
