Based upon Plato’s attribution,[1] philosophers credit pre-Socratic philosopher Heraclitus, who was in his prime about 500 B.C., for the oracular observation that πάντα χωρεῖ και οὐδε ν μένει, or in more elaborative English: all things pass and nothing stays, and comparing existing things to the flow of a river, he says you could not step twice into the same river.
