Imagine that state law provided that at Time 1 (t=1), there would be a recall election by which the incumbent governor would be removed if he were to receive less than 50% support, and that if this were to happen then sometime later at Time 2 (t=2), there would be held a second election in which the highest vote-getter (even if she earns less than 50% support) wins and becomes the new governor.
