There seems to be a playbook being followed here: (i) Select a highly compensated employee who is either over a certain age or otherwise a potential liability; (ii) either give a negative performance evaluation out of nowhere or begin documenting minor grievances to create the appearance of a pattern of issues; (iii) put the employee on a Performance Improvement Plan (PIP); (iv) terminate them for "cause" or performance related reasons; and (v) deny severance.
