On Thursday, June 27, the Supreme Court held that Commerce Secretary Wilbur Ross's March 2018 order, directing the Census Bureau to add a citizenship question to the 2020 Census questionnaire, "rested on a pretextual basis," i.e., that it "cannot be adequately explained in terms" of the "sole stated reason" Ross offered--a purported request by the Department of Justice "for improved citizenship data to better enforce [Section 2 of the Voting Rights Act].
