While he concedes both that the Supreme Court "certainly left open the right of states to regulate the sale, possession, and use of firearms" (Haidas Br. at 3) and that PL § 400.00 permits a person to obtain a license to possess a firearm (Haidas Br. at 7, 8), he argues that the statute fails the strict scrutiny test that he argues must be applied to it.
