Ever since the Marcellus Shale natural gas boom got rolling, I argued that the Commonwealth of Pennsylvania, as representative of its citizens, needs to impose a user fee to recover from the gas developers the costs that otherwise would be borne by the state government and thus, indirectly, by its taxpayers.
