Sometimes a job transfer is for more than a year, such as 2 or 3, in which case the board would still want to stick to a year, telling the owner that if they provide proof at the end of the year (such as an employer letter) confirming that the position is still in place, for a specified limited time, that the board will approve another year, and so on.
