One possibility is to view our anti-obstruction law as a regulation of the time, place, and manner of speech: a city or university would be regulating the time (the precise moments when a speaker at an event for which there is a permit or reservation is trying to speak), the place (the event’s venue), and the manner (yelling so loudly that a speaker cannot be heard) of the jeerers’ shouts.
