The line between Milligan, on one hand, and Territo and Quirin, on the other, is clear enough:  persons who are part of the armed forces of the enemy during an armed conflict are not relieved from military detention (or from prosecution by military commission in the event of a war crime allegation) simply by virtue of being U.S. citizens.
