 The White Paper only came out yesterday morning, but I was geared up on the topic, as I discussed the issue (and earlier Treasury pronouncements) at a conference in Amsterdam early in the summer.I have half a mind to call the piece "Tout Comprendre, C'est Tout Pardonner," with at least a couple of distinct meanings in mind, but I'd have to have only half a mind actually to pick that title.
