            Although Vermeule notes in passing that “[l]aw certainly exists outside the courts as well as within them,” (p. 10), his repeated invocation throughout the book of law’s abnegation conveys an image of administrative government as a law-free zone, where agencies are free to act as they see fit, subject to fairly minimal constraints.
