My biggest concern is the danger that Punish Treason, Reward Loyalty might be interpreted to say that those who wrote the 14th Amendment really cared only about their own power, that they placed little value on the provisions of Section 1 and gave little thought to them--which might be taken to mean that we shouldn’t give much weight to them, either.
